Trustees shall hold the trust fund and the income to pay all the proper costs and expenses incurred by the trustees in administering the charity and the property thereof. The trustees shall apply the income in furtherance of such charitable purpose or charitable institutions and in such manner and in such proportions as the trustees may from time to time in their absolute discretion determine
