To provide relief of any persons within the administrative area of West Sussex who are either: a) over the age of sixty years and are in need of care, attention and comfort and unable through straightened circumstances to make provision for themselves or b) persons under the age of sixty years who are similarly in need by reason of physical or mental disability.
