To provide relief in cases of need for people resident in the TF10 postcode area who may be sick, convalescent, disabled, handicapped or infirm. Help may be provided by paying for items, services or facilities which are calculated to alleviate suffering or assist with recovery where help is not readily available from other sources, but not for the relief of rates, taxes or other public funds
