(a) In making grants towards the accommodation, maintenance or general welfare of any persons of either sex who are resident in Galashiels and, having been employed in Galashiels for a period of not less than ten years, have retired from work and are in need of financial assistance, or of the wives or widows of any such persons, who may be in like need.
