The provision of an 'Licensed Organisation' as defined by The Duke of Edinburgh's Award to enable young people to participate in the Award within Oxfordshire and the adjacent areas in an 'open award' setting i.e. not linked to either a school or a nationally recognised organisation, such as the scouts.
