For the public benefit to promote the education of the public at large in Preston on the subject of the Preston Pals , in particular by the provision of a memorial plaque in the city of Preston to perpetuate the memory of the Preston Pals (the men from Preston who fought in World War One (1914 - 1918) as the men from "D" Company, the 7th (service) Battalion of the Loyal North Lancashire Regiment.
