To provide or assist in the provision of facilities for all aspects of angling for the benefit of those who, by reason of their youth or poverty or social and economic circumstances, have a need of such facilities with the object of improving their conditions of life and as a means of advancing their education and reducing the incidence of crime and anti-social behaviour.
