To provide for the inhabitants of Eastwood and surrounding area facilities for recreation or other leisure time occupation for those who have need of them by reason of their youth, age, infirmity, disablement, financial hardship or socio-economic circumstances, or for the public at large in the interest of social welfare and with the aim of improving the condition of life of the said inhabitants.
