For the benefit of persons of either sex who are under the age of 25 years and in need of financial assistance, in the following order of priority: 1) Beneficiaries whose fathers are or if dead were at the date of death freemen of the city of Chester & members of one of the city companies. 2) Beneficiaries who attend or have attended a school in the said city and who are resident in the said city.
