To make grants to young people of good character who, in the opinion of the trustees, are in need of assistance and have been educated for at least two years at a school provided by the Birmingham Education Authority or at a legally designated Academy or Free School within the boundaries, for the time being, of the City of Birmingham, while resident within such boundaries.
